In France the law punishes the buyer, and Europe has upheld it
In 2016 France made the opposite choice to Germany. Soliciting stopped being an offence for the women, and paying for a sexual act became one for the clients: a 1,500 euro fine, 3,750 for a repeat, sometimes with a course attached. The arrangement was challenged all the way to Strasbourg, and in 2024 the European Court of Human Rights upheld it. So it is no longer a debate: it is the law in force.
What the law did not do was reduce the activity. It made it invisible. Everything that existed on the street moved into flats, hotels and messaging apps, and with that move the one check that still existed disappeared: seeing the person before deciding anything.
Six cities, six realities
Paris runs on privacy and messages. Lyon and Bordeaux have far smaller and far more closed markets. Marseille and Nice each have their own night-time geography, with more aggressive scam scripts than elsewhere in the country. Strasbourg lives twenty minutes from a country where everything is legal and declared, which produces daily traffic in both directions. Taking one French city for the rule means being wrong in the next.
What actually costs money
